CDRS Health draws on the leadership team that has run Comprehensive Disaster Response Services since the 2005 Pakistan earthquake — the same people who built and staffed permanent clinics, cleared customs on emergency medical shipments, and stood up field hospitals across three continents.
Timothy Todd Shea
Todd Shea responded to the September 11 attacks in New York, Hurricane Katrina in New Orleans, and the Indian Ocean tsunami in Sri Lanka before arriving in Pakistan after the catastrophic 2005 earthquake — and staying. What began as an emergency deployment became a twenty-year commitment: a network of health facilities in Azad Jammu & Kashmir, a permanent Mother & Child Health Center in Swat, and disaster medical missions from Haiti to the Philippines.
Since 2015 he and the CDRS team have extended that logistics capability well beyond emergency medicine — nearly 900 clean drinking water projects, construction for schools and family enterprises, three House of Blessings facilities supporting widows and orphans, a nationwide animal welfare program, and a youth community service network spanning 25 chapters.
That operational history is the foundation CDRS Health is built on: the organization already knows how to move medical equipment across borders, place it in a functioning clinic, and keep it running for a decade.

Equipment donors deal with a named chain of responsibility — from country-level clinical oversight through logistics, finance and field operations.

Chairs the CDRS board and holds ultimate governance responsibility for the organization's programs, partnerships and stewardship of donated assets.
Salman Rafique
Leads CDRS worldwide operations, including the healthcare portfolio, partner relationships with medical organizations, and the organization's disaster response deployments.
Dr. Khalil A. Khan
Provides clinical and country-level direction for CDRS medical facilities and mission deployments, and is the senior medical point of contact for partner physicians and visiting volunteer teams.
Aam Azam
Leads the donor-facing organization in North America and Europe, including relationships with U.S. medical associations, corporate donors and equipment manufacturers.
Ayaz Ali
Oversees financial controls, restricted-fund accounting and the documentation trail supporting gift acknowledgment and donor substantiation.
Abaid ur Rahman Zafar
Directs field operations across CDRS programs, including deployment sequencing and site readiness for medical missions and facility installations.
Junaid Nazir
Manages day-to-day operational execution across CDRS health facilities and relief missions.
Inam Mughal
Coordinates logistics, transport and supply chain for medical equipment, medicines and relief consignments.
Tariq Hussain
Responsible for clinical and field staffing across permanent facilities, including recruitment and retention of medical personnel in remote postings.
Sarosh Katal
Supports mission planning and facility coordination across CDRS program sites.
Ahssan Iqbal
Handles administrative processing and financial record-keeping supporting facility operations and mission accounting.
Rana Shamim
Manages warehousing, customs documentation and in-country distribution of donated medical goods and equipment.
Medical oversight of equipment placement.
Rehabilitation and recovery equipment is only useful if the receiving facility can operate it safely. CDRS Health applies a clinical review at three points.
Suitability review
Country Director and facility clinical leadership assess whether a proposed donation matches the patient population, power and space requirements, and available staff competency before acceptance.
Commissioning and training
Installation is paired with staff orientation, and where the donor manufacturer provides it, direct training. Facilities confirm operational readiness in writing before the placement is closed out.
Utilization review
Receiving facilities report patient throughput and equipment uptime on a periodic basis. Underutilized equipment is reviewed and, where appropriate, redeployed within the network.

CDRS is a tax-exempt non-profit registered with the Internal Revenue Service for humanitarian relief, development and social welfare (Federal EIN 47-3837240). Donations are tax-deductible for U.S. taxpayers.

CDRS is registered as a trust with the Government of Pakistan and certified as a trusted charity by the Pakistan Centre for Philanthropy.

CDRS maintains facility-level patient contact records spanning March 2006 to the present, disaggregated by facility, mission, sex and age band — the basis for the figures published on this site.

Program documentation and annual reporting are published by the parent organization and available to donors and their advisors on request.
